Hi Shane - there are few ways to measure what users "prefer" as distinct from what users "assume". I guess its a sociological question rather than a technology question but in today's world its a very relevant question in any case

IP blocking was tried in Australia a decade ago and managed to inflict massive collateral damage - it was stopped soon after in favour of FQDN blocking .
