Abstract
Today, in Spain and in some regions of Europe, we are facing a significant conflict between Fundamental Digital Rights and Intellectual Property.
The protection of football match broadcasts (managed by La Liga de Fútbol Profesional), which undeniably provide great value to society and we respect that, has led to widespread interference resulting from the blocking of Cloudflare IP addresses.
These blocks have been authorized by a court order that supposedly ensures no harm to innocent third parties; telecommunications operators are required to comply with this order.
In this talk, we will explain how this is not the case in reality—innocent third-party companies, media outlets, and citizens are indeed being affected. We will thus expose a problem that threatens citizens’ fundamental rights and that could further deteriorate, undermining a free Internet and the democratic safeguards it provides.

Román Ramírez
Román has held various positions throughout his more than 30-year professional career. He began as Head of Systems and Security at Intercomputer/encomIX, after which he became Head of Presales and CTO for Southern Europe at eEye Digital Security (BeyondTrust). He later took on the role of IT Risk Manager at PricewaterhouseCoopers and, subsequently, spent ten years as Head of Cybersecurity Operations and Architecture at Ferrovial. He is currently a collaborator with the National Security Department (DSN) and serves as an independent advisor for several IBEX35 companies.
He collaborates with various foundations, with a special focus on the Goodjob Foundation. Additionally, he teaches in several postgraduate and master’s programs.
Román has launched several entrepreneurial projects, such as Chase The Sun, BE Real Talent, Ponsonby (counter-propaganda), and, most notably, the RootedCON technology and cybersecurity conference, of which he is co-founder and co-organizer.
In 2018, he received the Civil Guard Merit Medal (white distinction), and in 2022, he was awarded the Career Achievement Award, presented by the Spanish Minister of Defense, Margarita Robles, on behalf of the National Cryptologic Center (CCN/CNI).
In 2024, he received the Cybersecurity Communicator Award from the College of Engineers of Aragón, and in 2025, he was recognized at the national level by the Spanish Engineering Associations as Entrepreneur of the Year.
Finally, in 2025, sharing the honor with Dr. Alfonso Muñoz, Román received the SIC 2025 Award for introducing Cryptoagility in Spain.
