Abstract

The RIR community consultation on the second draft of the RIR Governance Document, intended to replace ICP-2, will be open during RIPE 91. We would like to hear the RIPE community’s feedback on the next draft of this important document. The RIR system faces new challenges as the Internet landscape evolves, and it is essential that we, as a community, ensure that this system is underpinned by sound governance structures and values.

During this BoF, we will present the second draft and share an overview of how community feedback on the first draft was incorporated. The aim is to dedicate the majority of the session to hearing perspectives and voices from the RIPE community to help shape this draft. We will also try to answer any questions participants might have.

Background Information

ICP-2 is the Internet Coordination Policy developed in 2001 through the Address Supporting Organization (ASO), with the assistance of APNIC, ARIN, and RIPE NCC outlining the criteria for the recognition of new Regional Internet Registries (RIRs). The first version of the draft “RIR Governance Document” was presented at a BoF during RIPE 90. The extensive discussions that took place in the BoF were valuable for the NRO NC as input while working on the second draft.

1. A bit of a background: From the ICP-2 to the second draft of the RIR Governance document - a short overview of the differences between the versions and the rationale for the changes
2. Presentation of the community input received during the consultation on the first draft of the RIR Governance Document
3. Open discussion

As Technical Director, Internet Integrity Program at Global Cyber Alliance Andrei is working on developing collaborative approaches to solving key cybersecurity shortcomings in the Internet infrastructure. This work is based on active engagement and collaboration with the operator, research, and policy stakeholder groups. His experience in this area comes from more than a decade work at the Internet Society on improving security and resilience of the Internet infrastructure, bridging technology and policy. As part of this effort, together with a group of leading network operators, a collaborative effort was developed and launched that became an industry-led initiative called Mutually Agreed Norms for Routing Security (MANRS). Andrei was also responsible for the development of its programs. Since 2025 Andrei is an elected member of the NRO NC from the RIPE region. Andrei was a member of the Internet Architecture Board (IAB) in 2010-2012. Before the Internet Society he was Chief Technical Officer of RIPE NCC, responsible for the company's IT strategy, including the management of one of the DNS root servers, K-root. Andrei lives in Amsterdam, The Netherlands.
